“A distributed network of consolidation hubs offers a very different vision of modernity to the vast Operation Stack lorry park currently proposed to service channel freight at the foot of the Kent Downs AONB.
“The development of smaller consolidation hubs should not be seen as an alternative to the use of rail for transporting freight.
“Globally, important trading partners are now making increasing use of rail, with China launching direct rail freight services to Europe and France now using scanning equipment that can more easily identify stowaways on freight entering the Channel Tunnel, thus alleviating security concerns.”
We feature the above passage as a Kent hook to pull you into CPRE’s response to the National Infrastructure Commission’s (NIC) interim consultation on a National Infrastructure Assessment (NIA).
At almost 6,700 words, the document might need a couple of sittings, but it includes plenty to give food us for thought.
The consultation, entitled Congestion, Capacity and Carbon, spanned many issues, with CPRE electing to focus its response on 10 questions, ranging from Brexit to water policy, autonomous vehicles and land capture.
CPRE will be consulting with the commission further before publication of the final NIA this year.

We have responded to the latest consultation on Tunbridge Wells local plan challenging the huge housing numbers planned which would cause severe environmental damage, loss of countryside, green space and ancient woodland.
CPRE Kent’s Tunbridge Wells committee has raised many concerns in its comments on the Issues and Options consultation.
We dispute the need to provide 650 to 700 houses per year. Given that employment growth in the borough in the 21 years from 1991 to 2013 was zero, the jobs forecasts which project an ever-rising volume of employment seem unduly optimistic and if the increase in jobs is not forthcoming, this volume of housing development could turn the borough into a dormitory for businesses elsewhere. The population and household formation forecasts on which the housing need assessment is based may also be too high.

Committee chairman Elizabeth Aikenhead said: “Most importantly, housing development on this scale together with its infrastructure clearly cannot be accommodated in a borough with so many environmental constraints without causing serious damage to the environment.”
It is also contrary to the requirements of the National Planning Policy Framework. CPRE Kent does accept that there will have to be new development within the borough but this should continue to be at no more than the rate previously required under the Core Strategy. Even that amount of development will be very difficult to provide without serious environmental damage.

A planning inspector has refused two appeals by a developer to build up to 330 homes on greenfield land at Pond farm in the village of Newington near Sittingbourne. CPRE Kent was a major participant in the planning inquiry last November.

The inspector has now dismissed the appeals on the grounds that “even after considerable weight is given to the social, economic and environmental benefits …… the substantial harm that the
appeal proposals would cause to the character of a valued landscape and their likely significant adverse effect on human health would significantly and demonstrably outweigh those benefits.”
Jillian Barr, CPRE Kent Planner, said: “This is great news for this beautiful part of Kent. The development would have drastically changed the character and landscape of the villages and we were extremely worried about the effect on air quality and human health. The inspector agreed with us on these important points and also agreed the harm caused could not be adequately mitigated. There would also have been a detrimental effect on heritage assets.”
CPRE Kent has raised concerns about the proposed development of 12,000 homes at Otterpool Park near Westenhanger in Shepway.

The masterplan, by Shepway District Council, has won the backing of Government including a pledge of £750,000 capital funding.
However, there is no objectively assessed need for housing on this scale in this area. It will be more than half the size of Folkestone and well over twice the size of Hythe. We are concerned about increased congestion and inadequate infrastructure.
CPRE Kent Director Hilary Newport said: “People living in villages nearby are already being impacted by the huge Operation Stack lorry park. This will blight our countryside and affect our communities. We believe in positive place-making but this needs to be done in the right place with sustainable communities and where there is a proven need. The priority should be for brownfield sites and to build out those planning permissions already granted.”

CPRE Kent has expressed its concern about the effect on tranquillity and the environment of airport expansion after the Government backed a third runway at Heathrow.
The countryside protection charity has campaigned against airport expansion at both Gatwick and Heathrow, in particular because of the serious impact on air quality and the devastating effect of aircraft noise.
“Aircraft noise brings misery to those living under the flight paths, including many people in west Kent,” said CPRE Kent Director Hilary Newport. “The importance of tranquillity cannot be overstated – it is the main reason why people enjoy the countryside, it can prevent stress and increases our enjoyment of exercise and play.”

CPRE Kent also fears the extraordinary pressure that will be placed on the environment and existing infrastructure around Heathrow. When driving down the A2070 on the Eastern edge of Ashford you may notice the startling juxtaposition of industrial and retail buildings on the one side and a beautiful rural landscape on the other. You may be saddened to discover that this rural idyll presided over by the stunning Grade I listed St Mary’s church has been earmarked for employment development.

‘Surely not!’ I hear you cry. ‘The rural church is set in rural surroundings, how can they be so harmful to our built and landscaped heritage?’ Unfortunately they can -the details can be found in the U19 policy and on the Ashford Borough Council’s (ABC) planning website. Our job is to ensure that everything that can be done to limit the harmful impacts of the site on the countryside and everything contained within it (man-made or living) is done. The current masterplan is a dull and uninspiring creation that has not currently been accepted by ABC. The little detail the masterplan has includes seven units of varying size, from large to massive, with suggested landscaping, new road links and parking. I shall be honest, these buildings are not to my taste. Their size, scale and suggested building material are unsustainable and harmful to the historic and living landscape, and that’s even before we consider the transport issues.
You have just today left to sign an important petition calling for parish councils to be given the right to appeal planning decisions to the Planning Inspectorate. we are strongly supporting this because the current planning system is unfair.

CPRE has long called for a limited community right of appeal in areas where a development is non-compliant with a neighbourhood plan or local plan. Currently parish councils and other community groups have the power to produce neighbourhood plans, but no scope to stop developers overriding this by putting in speculative planning applications for approval by the district council. Budget cuts within local authorities mean that they are under increasing pressure to allow large developments, even when these are not in line with the community’s aspirations for the future of its area.
